Budget Monitoring Hampered by Incomplete and Delayed Financial Data

WILLEMSTAD – The government’s ability to monitor its budget effectively continues to be undermined by incomplete and delayed financial information, the Financial Management Report for the fourth quarter of 2025 reveals. The Ministry of Finance remains heavily dependent on data supplied by third parties, which is not always delivered on time or in consistent quality.

According to the report, this reliance limits the accuracy of monthly and quarterly financial monitoring. In several cases, expenditure and revenue figures are based on estimates rather than confirmed data, reducing the reliability of financial forecasts and management decisions.

The FMR acknowledges that these shortcomings affect the usefulness of the report itself as a steering instrument. When financial information arrives late or requires correction, the government’s capacity to intervene early and prevent budget overruns is significantly weakened.

The report also highlights structural weaknesses in data systems and reporting processes across ministries. Differences in administrative practices and limited automation make it difficult to produce timely and standardized financial information.

Although modernization of financial systems remains a stated objective, the report makes clear that tangible improvements have yet to be realized. Until data flows become more reliable and integrated, budget monitoring will remain reactive rather than proactive.
