Analysis: The Biggest EU Opportunity for Curaçao in Years May Be Coming

The most important conclusion from this report is not the money itself—it is the change in philosophy.

For decades, Curaçao largely received fixed allocations from Europe. The new model is moving toward competition.

The islands that can develop strong projects, build partnerships and demonstrate execution capacity will receive the largest share of future funding. The islands that cannot will likely see opportunities pass them by.

That is why one paragraph in the report should attract serious attention in Willemstad.

The report repeatedly warns that implementation capacity remains one of the biggest challenges facing the Dutch Caribbean.

This is especially relevant because the Landspakket reforms in Curaçao, Aruba and Sint Maarten were specifically designed to strengthen government capacity.

In other words, the success of those reforms may directly influence how much European money Curaçao can attract after 2028.
