Analysis: Curaçao’s Traffic Problem Is Becoming a Development Problem

Traffic congestion on Curaçao is easy to experience but more difficult to explain. Every weekday morning, thousands of motorists encounter the result: roads that appear relatively functional outside peak hours can suddenly become clogged when commuters, school traffic, commercial vehicles and tourism-related movements converge.

The new Tourism Carrying Capacity Study provides an important warning about where this is heading.

Nearly 28,000 additional vehicles could be added by 2030.

That number deserves attention because Curaçao cannot simply add 28,000 vehicles without asking where they will drive, where they will park and how the existing road network will absorb them.

The deeper issue is that traffic is not an isolated transportation problem anymore. It is increasingly the physical consequence of Curaçao’s economic and spatial development model.

More hotels ultimately mean more traffic

Consider what happens when a new hotel opens.

The most obvious consequence is rental cars and taxis carrying tourists. But the hotel also requires employees traveling to and from work, food deliveries, maintenance companies, laundry services, tour operators, waste collection and countless other movements.

Add hundreds or thousands of new hotel rooms and the cumulative effect becomes substantial.

Curaçao’s accommodation capacity has already increased by 81 percent since 2019. The tourism sector is also increasingly dependent on workers from abroad, which adds demand not only for transportation but also for housing and public services.

Meanwhile, stayover tourism could reach 1.5 million visitors annually by 2030.

The question therefore cannot simply be whether Curaçao has enough hotel rooms for 1.5 million tourists.

It must also be: does Curaçao have a transportation system capable of supporting the economic activity created by 1.5 million tourists?

Curaçao has localized bottlenecks

Another important observation in the study is that capacity problems do not necessarily occur everywhere simultaneously.

The researchers use the airport road on a busy morning as an example. Even moderate growth can push a particular location into overload.

That is crucial for understanding Curaçao traffic.

The island does not need every road to become congested before it has a serious transportation problem. A relatively small number of critical intersections and corridors can disrupt movement across a much larger part of Willemstad.

Once one important intersection reaches capacity, queues can extend into the previous intersection. That then prevents traffic from clearing there, and congestion begins propagating through the network.

This is why adding road capacity at one location does not necessarily solve the wider problem.

Tourism is only part of the equation

It would also be incorrect to interpret the study as saying tourists alone cause Curaçao’s traffic congestion.

The document examined tourism carrying capacity, so tourism is naturally the focus of its analysis. The information available here does not provide a complete breakdown of Curaçao traffic by residents, rental vehicles, commercial traffic, school traffic or other categories.

But the report demonstrates something important: tourism is adding another layer of demand to a road system residents already depend on.

Resident surveys cited by the researchers already show dissatisfaction with infrastructure and concerns about congestion.

That means future tourism growth is not starting with an empty road network. It is being added to existing pressure.

Building more roads cannot be the only answer

If nearly 28,000 additional vehicles are coming, Curaçao faces a strategic choice.

One approach is continually expanding roads and intersections to accommodate more cars. But on a small island, that strategy has physical limits. Roads require land, and wider roads can themselves encourage additional car use.

The alternative is to treat mobility as part of spatial and economic planning.

Where are hotels being permitted? Where will their employees live? How will they travel to work? Where are schools concentrated? Where are new residential developments being approved? Can more economic activity be distributed outside the existing congestion corridors?

These questions should be answered before projects are approved, rather than after the traffic arrives.

The carrying-capacity report essentially makes the same broader argument about tourism. It recommends a Tourism Spatial Development Framework to determine where hotels, attractions and tourism corridors should be developed.

Transportation should form part of that calculation.

The 28,000 figure should be treated as a warning

Perhaps the most important conclusion is that Curaçao still has time.

Twenty-eight thousand additional vehicles are a projection, not an inevitability. But projections are valuable precisely because they allow governments to act before the predicted problem fully materializes.

The study says the decisions made during the next two years will determine whether Curaçao manages its growth or is ultimately managed by it. It specifically identifies transport as one of the infrastructure constraints requiring coordinated government action.

That may be particularly true for traffic.

Curaçao cannot wait until 2030, count another 28,000 vehicles on its roads and then begin discussing mobility.

By then, the hotels will have been built, neighborhoods developed, commuting patterns established and vehicles purchased.

Traffic policy therefore needs to become development policy.

The central question is no longer simply how Curaçao can get cars through an intersection faster.

It is how Curaçao wants people to move around an island whose economy, population patterns and tourism industry are changing rapidly — and whether its infrastructure will be ready for the Curaçao that is now being built.
