42% of Curaçao Online Gaming Licences Remain ‘Under Assessment,’ Most Past Printed Expiry Dates

WILLEMSTAD – More than four in ten online gaming licences appearing in the Curaçao Gaming Authority’s latest public register are still marked “Assessment in progress,” and almost all of those entries carry expiry dates that have already passed.

An analysis of the CGA’s Online Gaming License Registry dated September 21, 2026 found 665 licence entries. Of those, 281, or approximately 42%, are listed as “Assessment in progress.”

According to data compiled by Casino Aurum from the CGA register, 276 of those 281 entries carry an expiry date earlier than September 21. The median time since the printed expiry date was 109 days, while the longest was 302 days.

The underlying figures come from the CGA’s own register, although Casino Aurum converted the regulator’s PDF into searchable JSON and CSV datasets. Its published dataset reports 665 licence entries, including the 281 marked “Assessment in progress.”

Other independent analyses of the CGA register have identified the same phenomenon. An analysis of the August register, for example, found major operators whose entries remained marked “Assessment in progress” despite the expiry dates printed alongside them having passed.

That does not by itself establish that those operators are operating illegally or that their licences have legally expired. The CGA register does not explain on the document itself what “Assessment in progress” means or what legal effect should be attached to a passed expiry date while an assessment remains pending.

The distinction is particularly important under Curaçao’s new gambling regime.

The National Ordinance on Games of Chance, known as the LOK, entered into force on December 24, 2024. Under the new system, the Curaçao Gaming Authority is responsible for issuing licences and supervising the online gaming industry.

The CGA states that offering online gambling in or from Curaçao without an online gaming licence is prohibited under the LOK. The licensing requirement also applies to entities that directly or indirectly control player databases and transactions from Curaçao.

The September data therefore raise an important question about the transition: what precisely is the legal status of an operator whose CGA register entry remains “Assessment in progress” after the expiry date printed in that same entry?

The public register alone does not answer that question.

Casino Aurum says its parser checks whether every numbered row of the register has been captured before publishing the dataset. The website also discloses that it earns affiliate commissions and that some Curaçao-licensed operators it reviews are commercial partners.

The underlying counts, however, are taken from the CGA register itself.
