WILLEMSTAD – The Ministry of Traffic, Transport and Urban Planning (VVRP), through the Traffic and Transport Department (UOVV), has introduced a temporary exemption program for tourist transportation operators in an effort to ensure sufficient transport capacity during periods of high tourism activity.
The temporary permits apply to tourist transport vehicles, commonly known as "toerwagens," and are intended for operators who can demonstrate that they conduct their business professionally and in compliance with all applicable legal requirements.
To qualify for a temporary exemption, applicants must meet several conditions, including:
- A valid registration with the Curaçao Chamber of Commerce (KvK);
- A business plan describing the company's operations and the services it intends to provide;
- An operational plan outlining its tourist transportation activities;
- A suitable tourist transport vehicle with a minimum seating capacity of 10 passengers;
- A vehicle with all required valid documentation, including inspection certificates, insurance, and other mandatory permits.
The temporary exemption is valid for a maximum period of six months and cannot be transferred to another individual or company. The Ministry of VVRP may revoke the exemption if an operator fails to comply with the established conditions or violates applicable regulations.
The government said the program will be evaluated every six months to assess its effectiveness and determine whether adjustments to the policy or regulations are needed.
According to the ministry, the initiative is aimed at reducing illegal tourist transportation, strengthening oversight of the sector, and contributing to a more reliable and higher-quality tourism product for Curaçao.
