WILLEMSTAD - The Government of Curaçao, in collaboration with the International Civil Aviation Organization (ICAO), officially opened the ICAO Workshop on National Aviation Safety Plan (NASP) Development on the 25th of November. The four-day event, taking place from 25 to 28 November 2025 in Willemstad, brings together aviation safety representatives and experts from across the North American, Central American, and Caribbean regions.

Delegates from Antigua and Barbuda, Aruba, The Bahamas, Barbados, Belize, the Cayman Islands, Costa Rica, the Dominican Republic, El Salvador, Nicaragua, Trinidad & Tobago, and Curaçao are participating in this specialized workshop, guided by ICAO NACC Regional Officer for Safety Implementation Mr. Marcelo Orellana and ICAO Technical Officer for Global Aviation Safety Mr. Martin Maurino, who also serves as workshop facilitator.
In his opening remarks, the Director of Civil Aviation Curaçao emphasized the significance of unified efforts to strengthen aviation safety across the region.
He highlighted that the Global Aviation Safety Plan (GASP) provides a shared strategic framework for reducing aviation risks worldwide by supporting the development of harmonized national and regional safety plans.
“This week, we gather not only as representatives of our nations but as partners committed to continuously improving aviation safety,” he stated. “Through GASP, we are taking a collaborative approach to manage operational safety risks and address the challenges faced by our organizations and the wider aviation industry.”
The NASP workshop aims to equip participating states with the knowledge and tools required to develop and implement their own National Aviation Safety Plans, ensuring alignment with the Regional Aviation Safety Plan (RASP) and global GASP objectives. These coordinated efforts contribute directly to safer skies and enhanced safety management across the region.
As host state, Curaçao reaffirmed its commitment to aviation excellence and safety advancement.
“The Government of Curaçao is steadfast in its dedication to ensuring that every flight operating to, from, or within our region is safe and secure,” the Director noted. “We look forward to continued cooperation with our national and regional partners as we strengthen safety management practices in Curaçao and beyond.”
The workshop represents a major step forward in regional safety collaboration and capacity building, reinforcing Curaçao’s role as an active contributor to aviation development within the ICAO NACC region.
