Curaçao Government highlights strong legislative quality

WILLEMSTAD - The Curaçao government has affirmed the overall quality of the island's legislation, based on an analysis of advisory reports from the Council of Advice (RvA) for 2023-2024. The findings, released on Tuesday, reflect a largely positive assessment of proposed government legislation. 

Out of 45 advisory opinions issued during this period, 40 included recommendations for amendments, two suggested reconsideration, and three were issued without reservations. 

To further enhance legislative processes, a comprehensive evaluation was conducted in 2021 as part of the Landspakket (Country Package) reform program. Most of the resulting recommendations have been implemented, and the government is working on initiatives to streamline policy and regulation development. These efforts align with upcoming updates to the "Guidelines for Regulation" set for next year. 

“Good legislation must be fair, enforceable, and understandable for citizens,” stated the government. To achieve this, investments have been made in training legal professionals. In 2023, 12 government lawyers completed specialized legislative training, and the Juridisch (Judicial) Platform has been hosting meetings to promote knowledge sharing and collaboration. 

The government is also advancing projects inspired by the Legislative Congress held in March 2024 on Curaçao. “These steps aim to further strengthen the quality of legislation and regulation on the island,” the government emphasized.
