WILLEMSTAD – 2BAYS Curaçao has signed a definitive agreement with Naval Caribbean Dockyards (NAVCARIB) for the development of a maritime service and repair facility at the Van Leer site in Emmastad.
NAVCARIB is a joint venture between Jimmy Meyboom, Jose Benitez, and Willem van Delden, combining logistical and technical expertise with maritime knowledge. The project marks a key milestone in the redevelopment of the former refinery area into a modern port zone designed to support new business activity, multiple users, and sustainable economic growth.

The initiative is expected to strengthen Curaçao’s position as a regional maritime hub while contributing to broader economic development.
The new facility will focus on maintenance, repair, and technical support for small to medium-sized vessels—a segment currently underserved on the island. As a result, many vessel owners have been forced to seek services abroad. The new development aims to meet this demand locally, reducing turnaround times and operational costs for the regional maritime sector.
The project will be fully financed through private investment and aligns with 2BAYS’ strategy to attract and support new maritime-related economic activities. NAVCARIB expects to begin initial operations later this year, with further expansion planned in phases.
In addition to its economic impact, the project is expected to generate employment opportunities. NAVCARIB anticipates creating approximately 60 direct jobs within the first two years, along with additional work through local contractors and suppliers. During the startup phase, the company plans to prioritize collaboration with local specialized contractors, providing immediate opportunities for local businesses and skilled workers.
The project will also focus on training and workforce development. In cooperation with 2BAYS, initiatives will be launched to train and guide local talent into careers in the maritime and technical sectors, contributing to long-term employment prospects for future generations.
