TWO Highlights Progress and Challenges in Kingdom Cooperation with Curaçao in 2024

WILLEMSTAD – The Temporary Work Organization (TWO) has released its 2024 annual report, titled “The Power of Cooperation,” reflecting on a year of intensive collaboration with Aruba, Curaçao, and Sint Maarten. The report outlines dozens of completed projects aimed at strengthening government finances, tax reforms, and healthcare systems in the Caribbean parts of the Kingdom. 

The report emphasizes how joint efforts within the Kingdom of the Netherlands can lead to lasting results. For Curaçao, the focus in 2024 was particularly on improving the tax authority and enhancing the efficiency of public administration. 

“These projects contribute sustainably to the self-reliance of the Caribbean countries,” said Program Manager Judith Jeurissen. “They show the power of solid cooperation within the Kingdom, with each project tailored to what works best in that specific context.” 

Investments in Curaçao’s Public Sector 

In 2024, the TWO invested over €2.4 million in program spending for Curaçao. The largest portion—approximately €700,000—was allocated to the “Improving Government Functioning” program. Progress was also made in the tax reform process, with a focus on boosting quality, transparency, and efficiency. 

Overall, the TWO spent €19.4 million across the three islands in 2024, slightly less than the previous year. The funds were used both for project implementation in the countries and for staffing, including external experts. 

Implementation Still Lagging Behind 

However, the latest official implementation report reveals that many structural reforms in Curaçao remain delayed. The progress, particularly in taxation, education, and administrative innovation, is described as fragmented and slow. 

While some success has been noted—such as the drafting of new legislation and process analysis—many initiatives have yet to move beyond the planning phase. The report warns that the pace and scope of implementation are not aligned with the urgency of the reform agenda outlined in the Landspakket (Country Package). 

Despite these challenges, the TWO maintains that the foundation for long-term reform has been laid, and that continued cooperation and commitment will be essential to deliver meaningful change for the people of Curaçao and the wider Kingdom.
