Traffic and Transport Authority Clarifies Rules on Temporary Taxi Exemptions

WILLEMSTAD – The Traffic and Transport Service (UOVV) has issued additional clarification regarding the use of temporary taxi exemptions, following questions from the public. The information was published on February 13, 2026, and is intended to prevent misunderstandings about the rights and obligations associated with such exemptions.

According to UOVV, a temporary exemption is not the same as a taxi permit and does not grant automatic rights equivalent to holding a permanent taxi license. The exemption only allows the individual named in the ministerial decision to operate as a taxi driver within the scope and validity of that specific exemption.

The authority emphasizes that a person holding a temporary exemption may only drive the vehicle listed in the ministerial decree. Changing vehicles is not permitted unless a formal request is submitted to and approved by UOVV. In addition, holders of a temporary exemption are not allowed to act as auxiliary drivers for permit holders, nor may they combine an auxiliary driver role with a ministerial exemption at the same time.

While drivers with a temporary exemption have largely the same rights and obligations as licensed taxi drivers, there is one key exception: they are not permitted to employ or use an auxiliary driver.

UOVV also warns that active supervision and enforcement will take place throughout the validity period of each exemption. If any of the imposed conditions are violated, the Minister may revoke the exemption through a formal ministerial decision.
