Still no signed Heads of Agreement

Local | By Correspondent January 3, 2023

WILLEMSTAD – Although several press releases and official communications have indicated that the refinery will start operations shortly, there is still no signed Heads of Agreement. The group that was chosen as the preferred bidder and has now the rights to operate the refinery and the installations at Bullen Bay, Caribbean Petroleum Refinery, is still negotiating with RdK and the Curaçao government.

It was believed that Caribbean Petroleum Refinery was owned by the well-known former CEO of the Venezuelan state company PdVSA, Luis Giusti. His name was also mentioned in the registry of the Curaçao Chambers of Commerce. Now it appears not to be the case.

Recently it became known that his name was removed from the registry. Those that remain are the Venezuelans Alejandro Alberto Marques Bustos, Raul Ignacio Socorro Herrera, and the Curaçaoan Erchenel Regino Angelo Doran.

All three are statutory directors and managing directors. Who they are or what their backgrounds are is not known yet.

Erchenel Regino Angelo Doran is also registered as the Statutory Director of CPR Holding.
