Staff Shortages Undermine Curaçao’s Fight Against Financial Crime

WILLEMSTAD – Chronic shortages of trained personnel are undermining Curaçao’s ability to investigate and prosecute money laundering and terrorist financing cases, the Caribbean Financial Action Task Force (CFATF) warns.

The Financial Intelligence Unit, police financial crime units, and prosecution services all face capacity constraints. As a result, only a small fraction of suspicious transaction reports ultimately lead to investigations, and even fewer result in convictions.

The report emphasizes that Curaçao’s challenges are not primarily legal but operational. Without sufficient analysts, investigators, and prosecutors, even strong laws cannot be effectively enforced.

The CFATF calls for urgent investment in human resources, training, and institutional continuity to ensure that financial intelligence translates into concrete law-enforcement outcomes.
