Report Urges Curaçao to Leverage Aviation Sector for Sustainable Growth

WILLEMSTAD Curaçao should use its aviation sector as a driver for sustainable economic growth, regional integration, and stronger international positioning, according to a strategic policy document prepared by consultancy firm InterConsult Advisors, led by Cliff Belfor. The plan, recently presented to Parliament, outlines concrete proposals for investment in infrastructure, training, and green technologies. 

Restoring FAA Category 1 Status 

At the core of the action plan is the restoration of Curaçao’s FAA Category 1 safety rating—essential for local airlines to operate direct flights to the United States. Regaining this status, the report notes, would open significant opportunities for the island’s carriers and tourism industry. 

Airport City Development 

Another key proposal is the creation of an “Airport City” around Hato International Airport. This economic zone would integrate logistics, aviation services, tourism, technology, and education, aiming to generate high-quality jobs and boost the export of knowledge and services. 

Regional Hub Vision 

InterConsult’s vision aligns with global frameworks, including the International Civil Aviation Organization’s (ICAO) strategic plan for 2026–2050 and the CARICOM agenda for regional aviation integration. The consultants position Curaçao as a future hub connecting the Caribbean, South America, and Europe. 

The document also calls for the adoption of sustainable aviation fuels, the construction of energy-efficient airport facilities, and the launch of a Climate Impact Dashboard to ensure transparent environmental policies. 

Training and Innovation 

To support long-term growth, the report recommends establishing a regional aviation training and innovation center in partnership with ICAO, CARICOM, and universities. This center would focus on workforce development, technological innovation, and environmental sustainability within the aviation industry. 

The proposals aim to transform Curaçao into a competitive and environmentally responsible aviation hub in the region.
