Proposal Links Curaçao Refinery Future to Venezuelan Oil Supply

WILLEMSTAD – Plans to revive the Curaçao refinery are once again being tied to access to Venezuelan crude oil, according to documents submitted by an international consortium seeking to operate the facility.

The consortium, led by Korea Heavy Industry and Development Co. Ltd. (KHIND), indicates it is actively working to secure sufficient Venezuelan oil supply as part of its proposal to restart refinery operations.

The documents also reference efforts to align with international regulatory frameworks, including U.S. Treasury guidelines governing transactions involving Venezuelan oil. A license application submitted in 2026 outlines intentions to establish a compliant and stable supply chain for crude oil and related materials.

This development highlights the continued strategic importance of Venezuela in any future refinery operations in Curaçao, despite ongoing geopolitical and sanctions-related complexities.
