PAR advocates stricter oversight of Fundashon Kas Popular

Local | By Correspondent November 15, 2023

WILLEMSTAD - The PAR faction, following the approval of a motion through a general vote in parliament, is pushing for enhanced supervision of the social housing institution, Fundashon Kas Popular (FKP).

Over the period from 2013 to 2022, the PAR faction highlights that FKP failed to submit annual accounts, raising concerns about the lack of oversight over the institution's financial management and the potential consequences of this lapse. Despite assurances, FKP has been unable to specify a precise date for the overdue annual accounts' submission. Minister Charles Cooper’s statement reveals that the government lacks insight into the use of these funds. Nevertheless, to sustain FKP's operations, the government continues to allocate public funds for public housing maintenance and rental subsidies.

In a bid to gain clarity on FKP's utilization of public funds, the PAR faction has put forward a motion, backed by a general vote, urging the government to compel FKP to submit reports every six months. These reports should include the following information:

The number of houses constructed with public funds.

The quantity of public houses sold, along with the proceeds from these sales.

Rental income received by FKP from public houses and the outstanding rent amounts.

A summary of the current state of annual accounts from 2013 to 2022.

The existing liquidity status of Fundashon Kas Popular.

Members of PAR express their hope that this motion serves as a starting point to hold FKP accountable for its financial management. Additionally, it equips the government with the means to address FKP should it fail to adhere to this agreement.

Recognizing housing as an essential need, the PAR faction deems it unacceptable for an organization to receive public funds without any form of supervision for over a decade. They emphasize the necessity for FKP to be held accountable for its financial management, considering this motion as the initial step in the right direction.
