IPKO Sets Rules for Debate, Working Groups and Agenda Control

ORANJESTAD – The Interparliamentary Kingdom Consultation (IPKO) has reaffirmed a detailed set of procedural rules governing debate, agenda-setting and participation in working groups, aimed at ensuring balanced discussion among the delegations.

Delegations are granted a maximum of 15 minutes for internal consultation during the meetings. The Rules of Procedure of the host country apply throughout the IPKO, including rules on interruptions and the handling of personal remarks. The chair of the IPKO is tasked with strictly monitoring speaking time to ensure that all delegations are given equal opportunity to present their views.

It was also agreed that all delegations may participate in working groups. The Netherlands will act as the lead coordinator of a working group only when the topic specifically concerns Caribbean Netherlands (the BES islands). This arrangement reflects the different constitutional responsibilities within the Kingdom.

The organizing country is responsible for setting up and coordinating work visits as part of the IPKO program. Guest delegations are to be consulted in advance and given the opportunity to submit suggestions.

In addition, the Presidium retains full authority over the IPKO program. Any changes or additions must first be approved by the Presidium, reinforcing centralized coordination and preventing ad hoc agenda shifts during the consultation.

These agreements are intended to strengthen order, predictability and fairness in the conduct of IPKO deliberations.
