IBMATA Border Management and Technologies Summit 2025 Kicks Off in Curaçao

WILLEMSTAD – The International Border Management and Technologies Association (IBMATA) officially opened the IBMATA Border Management and Technologies Summit Americas 2025 today at the Marriott Hotel Piscadera in Curaçao. From April 1 to 3, international experts, ministers, and representatives from Latin America, the United States, and the Caribbean will gather to discuss the future of border management and security, digital transformation, and international cooperation. 

Minister Hato: “Technology is essential for safe and efficient border management” 

In his opening speech, Minister of Justice Shalten Hato welcomed all attendees and emphasized the growing role of technology in border management. “In a world where conflicts and economic instability lead to increased migration flows, it is essential to leverage technology for security and efficiency,” Minister Hato stated. He highlighted the importance of biometric identification, AI-powered border controls, and international collaboration to combat illegal activities and streamline border crossings. 

Curaçao Express Pass: A Key Innovation in Border Management 

A major highlight of the summit was the presentation by Gerold Daantje, Director of Law Enforcement, Public Order, and Security, on the successful implementation of the Curaçao Express Pass. Introduced in June 2024, this system allows travelers to pass through border control using facial recognition only. 

“In just five seconds, the gate opens, allowing travelers to enter the country without waiting,” Daantje explained. 

He stressed that security will not be compromised despite the facilitation of travelers. A balanced approach is required, combining advanced verification technologies with passenger identification for a smooth yet secure border crossing. 

Upcoming Expansions of the Curaçao Express Pass 

Director Daantje announced further expansions of the system, including: 

- Self-registration at the airport – Starting April 3, four self-service kiosks will be installed, allowing travelers to register on-site for the Express Pass. 
- Maritime border control expansion – The technology will be tested for cruise passengers, enhancing efficiency in sea border checks. 
- More eligible travelers – Currently, travelers from 38 countries can use the system, but there are plans to expand it worldwide. 

“Our vision is a ‘zero-wait’ border crossing – a completely seamless travel experience where visitors can immediately enjoy their stay upon arrival,” Daantje emphasized. 

International Cooperation & Live Demonstrations 

The summit agenda includes panel discussions with prominent speakers from the Bahamas, Sint Maarten, the United States, Brazil, and the United Nations. Key topics include border security, combating human trafficking, and advancements in customs technology. 

The conference will conclude with a field visit to Customs and the Airport, where participants will observe border inspection and surveillance demonstrations.

The IBMATA Summit 2025 positions Curaçao as a technologically advanced hub for border management and security in the Caribbean.
