HRDC Study: Curaçao Residents Seek Balance Between Migration Control and Human Rights

Local, | By Correspondent July 14, 2026

WILLEMSTAD – Most Curaçao residents participating in a new study believe undocumented migrants are a structural part of society and that the island needs a more organized migration policy that balances economic needs, security and human rights.

The research, conducted by Human Rights Defense Curaçao (HRDC), examined how different groups within society perceive undocumented migrants. The study combined focus groups with a written questionnaire to gain insight into concerns, experiences and expectations surrounding migration.

According to HRDC, the findings show a nuanced picture. While some participants expressed concerns about safety, pressure on public services, labor competition and cultural changes, almost all respondents acknowledged that undocumented migrants contribute to Curaçao’s economy and the functioning of society.

A major finding is that most participants have limited knowledge of current migration policies. Rather than supporting mass deportations, many respondents called for registration, screening, conditional legalization and a better functioning migration system.

The report concludes that residents are looking for clearer government direction and a more humane approach that combines enforcement with protection of vulnerable groups.
