WILLEMSTAD – The Curaçao government has formally established the Programmatic Maritime Platform for the Buskabaai Area, creating a coordinated framework that will oversee the long-term redevelopment of the Dok-Buskabaai region through April 2030.
The platform is designed to coordinate multiple public and private stakeholders involved in the area's future maritime development while ensuring that each participating organization retains its own legal responsibilities.
According to Agustin Diaz Jr. of CDM Holding, the initiative to clean up, open and develop Buskabaai as a maritime area was launched by CDM Holding in September 2024. The Curaçao Maritime Association (CMAR) subsequently brought the various stakeholders together, and Minister of Economic Development Roderick Middelhof formally established the platform through the Council of Ministers on November 19, 2025.
CDM Holding serves as both chairman and coordinator of the Maritime Platform. The company says it has strategic infrastructure in the area whose future value depends on the broader redevelopment of the Dok-Buskabaai zone.
Participants include CDM Holding, Buskabaai N.V., 2BAYS, Curaçao Ports Authority (CPA), CMAR and several government ministries.
The platform itself does not replace the legal authority of any participating organization. Instead, it serves as a coordinating body to align projects, studies and long-term planning.
Among its responsibilities are coordinating environmental investigations, planning the cleanup of Buskabaai, restoring marine biodiversity, evaluating how the bay can be reopened to maritime traffic, and aligning infrastructure, financing and future economic activities.
While the government has formally created the platform, no final decision has yet been made on constructing a new port or maritime terminal in Buskabaai. Authorities have also not announced a total project budget, financing structure or construction timeline.
