Education Reforms in Curaçao Face Delays Until 2026 and 2027

WILLEMSTAD – Several key reforms within Curaçao’s education system are facing significant delays. This is evident from the Implementation Agenda and Progress Report of the Landspakket Curaçao. In particular, major structural changes related to financing, legislation, school housing and salary structures have been postponed to 2026 and in some cases even 2027.

Although the introduction of a new education funding methodology has been approved by the Council of Ministers, the further development of the associated job classification and salary structure has not yet been completed. In addition, the financial management information system needed to properly monitor and steer the sector will not be fully operational until 2027.

Delays are also affecting school infrastructure. The strategic housing plan for school buildings has not yet been formally adopted, and the implementation of maintenance and sustainability projects is expected to continue through 2027.

According to the report, content-related improvements such as learning materials and teacher professional development are largely progressing as planned. The most significant setbacks are occurring in the structural reforms that are meant to support long-term quality and efficiency in the education system.

The updated planning indicates that several crucial elements of education reform will only be fully realized in 2026 and 2027. As a result, a substantial part of the modernization of Curaçao’s education system is once again being pushed back by several years.
