School maintenance phases are advancing. Legislative modernization is underway.

But governance reform remains incomplete.

The Critical January 2026 Deadline

Funding methodology, salary structures and management information systems must be formally approved by January 1, 2026.

Without approval, implementation before 2027 becomes impossible.
