WILLEMSTAD – The Regulatory Authority of Curaçao (RAC) has officially requested further clarification from telecom provider Flow following the widespread internet outage that disrupted services across the island on June 14 and partially on June 15.
In a letter sent to the company on Monday, June 16, RAC expressed dissatisfaction with the initial explanation provided by Flow shortly after the incident. Curt Belfor, director of the regulatory authority, stated that the company’s response lacked the detail necessary for proper regulatory oversight.
“We expect a comprehensive and well-substantiated report within 48 hours,” said Belfor, emphasizing the urgency of the matter.
Key Issues Under Review
The regulator has raised several critical questions that Flow must address, including:
The root cause of the disruption
The specific infrastructure segment involved and its geographic location
Why a failure in a single part of the network led to such widespread service interruptions
Why it took so long to restore connectivity
What corrective and preventive actions will be taken to prevent similar incidents in the future
Belfor noted that in similar cases—such as with public utilities like Aqualectra—RAC typically gives the affected provider space to restore service as quickly as possible before proceeding with formal oversight steps. “That standard procedure was also followed in this instance,” he said.
The outage left many residents and businesses without internet access for nearly a full day, leading to public frustration and criticism on social media. RAC’s demand for accountability is seen as a significant move to ensure greater transparency and reliability in Curaçao’s telecommunications infrastructure.
Flow has not yet issued a follow-up statement regarding the regulator’s demands.
