WILLEMSTAD - Curaçao has officially embarked on the journey to develop its first National Artificial Intelligence (AI) Strategy, marking a milestone in the island’s technological and regulatory evolution. The Regulatory Authority of Curaçao (RAC) hosted a special event to celebrate this historic step for the nation’s digital future.

RAC CEO Mr. Belfor opened the session, followed by Minister van Heydoorn, who leads the Ministerial Committee for the Development of the AI Strategy, delivering opening remarks. The ceremony’s official launch was made by Prime Minister Gilmar Pisas, who coincidentally celebrated his birthday on the same day.
National AI Strategy in the Making
The Government of Curaçao has appointed the Regulatory Authority of Curaçao to coordinate the process — in collaboration with all relevant stakeholders — to craft a comprehensive national framework for the responsible development and implementation of artificial intelligence. The strategy is expected to be completed within one year.
RAC’s Kick-Off Event marks the beginning of an intensive, participatory process that will require broad community involvement, ensuring that AI development aligns with Curaçao’s social, economic, and ethical priorities.
Local Examples of AI in Action
The event featured presentations from local organizations already integrating AI into their operations. Ms. Rebecca Marval, Marketing Manager at the Curaçao Tourist Board (CTB), and Ms. Neysa Isenia, Chief Financial Officer of Aqualectra, showcased how AI is currently enhancing marketing, customer engagement, and operational efficiency in their respective institutions.

Global and Ethical Perspectives
Guest speaker Ms. Kanan Dhru, a researcher with the Multilevel Regulation Research Unit at The Hague University of Applied Sciences, provided an in-depth overview of global AI developments and the key considerations that countries must take into account when formulating a national AI strategy. She emphasized that any AI policy must be centered on human needs, balancing opportunities for innovation with awareness of potential risks.
A Call for Collaboration
In his closing remarks, Mr. Belfor outlined the broader context in which Curaçao’s AI strategy will evolve, calling on all sectors — public, private, and academic — to participate actively in this transformative national effort.
“Artificial intelligence is no longer a future concept; it’s already shaping our daily lives,” Belfor said. “Our task is to ensure that Curaçao develops AI responsibly, inclusively, and in a way that benefits our entire community.”
The launch signals Curaçao’s commitment to digital innovation and responsible governance, positioning the island to harness AI’s potential for sustainable development, economic growth, and social progress in the years ahead.
