Curaçao Involved in 59 Treaties Currently in Preparation Within the Kingdom

WILLEMSTADOut of 251 treaties currently in preparation within the Kingdom of the Netherlands, 59 explicitly involve Curaçao. The figures come from an overview provided by the Dutch Minister of Foreign Affairs to the Governor of Curaçao, who forwarded it to Parliament. The list, dated July 1, 2025, offers an up-to-date picture of treaties in which Curaçao participates as a co-signatory or part of the treaty territory. 

The range of subjects is broad. Curaçao is actively engaged in the preparation of more than 25 bilateral air service agreements, including negotiations with Germany, Colombia, South Africa, Venezuela, Vietnam, Italy, Spain, Nigeria, Singapore, Ecuador, and Jamaica. These agreements aim to establish new air routes and improve commercial arrangements, supporting Curaçao’s ambition to position itself as a regional aviation hub. 

Tax Treaties and Transparency 

The list also includes new tax treaties and agreements on the exchange of tax information that will apply to Curaçao, with countries such as Germany, Cuba, Mauritius, Qatar, and Jamaica. Such agreements are designed to increase transparency, prevent double taxation, and combat tax avoidance. 

UNESCO Conference in Curaçao 

In the field of international cooperation, preparations are underway for a treaty related to a UNESCO meeting to be held in Curaçao in April 2026, when the Intergovernmental Oceanographic Commission will convene. This treaty will cover the responsibilities and immunities of participants at the summit. 

Other treaties in progress concern customs cooperation, air traffic, social security, human rights, public health, and crisis management. In some cases, these are multilateral treaties in which Curaçao participates through the Kingdom, such as those under the United Nations or the World Health Organization. 

Many of these treaties will require approval by the Parliament of Curaçao, and in some cases, national implementation through local legislation.
