WILLEMSTAD - Minister of Administration, Planning, and Public Services, Ornelio 'Kid' Martina, is not pleased with the way his colleague, Javier Silvania of Finance, handles appointments. This pertains to appointments at the Receiver's Office and promotions within the Customs department. Silvania is not adhering to the established guidelines, causing significant confusion.

In a leaked letter, Martina draws attention to several publications made by Silvania on his Facebook page. Silvania posted lists of candidates, including their full names, for upcoming appointments at the Receiver's Office, as well as information on where these appointments stand in the decision-making process. He also repeatedly posted messages about promotions within Customs.
Martina emphasizes in his letter that there is an established process for how the government handles appointments. Only after it has been determined that a candidate meets the requirements can the relevant minister approve the appointment.
Martina also stresses that publishing names before the signing of a national decree can have serious consequences and create unrealistic expectations. He states that the government must follow procedures and work to gain the community's trust that it is acting carefully and in accordance with the rules.
Regarding the promotions that Silvania has published, Martina notes that they do not fully align with reality. The requests for Customs promotions were found to have occurred more than eight months after the tasks were assigned. These requests were also not well-defined and applied only to a specific unit within Customs, potentially leading to unequal situations within Customs and other ministries. Martina emphasizes that the government must always adhere to procedures.
