Coast Guard Explores New Employment System to Improve Recruitment and Retention

THE HAGUE – The Dutch Caribbean Coast Guard is examining alternative employment arrangements as it seeks to improve recruitment and retention in an increasingly competitive labor market.

The initiative was disclosed by Dutch Defense Minister Dilan Yeşilgöz-Zegerius in response to questions from members of the Dutch Parliament regarding the Coast Guard's 2026 operational plan.

According to the minister, the Coast Guard currently operates under seven different legal employment frameworks, each with its own employment conditions. These vary between the countries of the Kingdom and among different categories of personnel, including civilian employees, law enforcement officers and military staff.

The Coast Guard is now studying whether a more uniform system can be developed to improve its attractiveness as an employer and better align personnel policies with current and future operational requirements.

The review comes at a time when security agencies throughout the Caribbean face growing challenges in recruiting and retaining specialized personnel. Competition from the private sector and shortages in technical and investigative professions have made staffing increasingly difficult.

The minister emphasized that the objective is not necessarily to increase personnel spending but to create a more effective and attractive employment framework while remaining within existing personnel budgets.

Officials believe that modernizing employment conditions could help strengthen operational readiness and ensure that the Coast Guard can continue to attract qualified personnel for critical maritime security missions throughout the Dutch Caribbean.
