THE HAGUE - Governments and parliaments of Curaçao, Aruba and Sint Maarten are insufficiently involved in the creation of international treaties. In his response, the Dutch Minister of Foreign Affairs recognizes this in his response on behalf of the Kingdom Council of Ministers on the unsolicited advice of the Council of State of the Kingdom about the treaty practice.
“The Kingdom Council of Ministers acknowledges that the treaty practice of the Kingdom has some bottlenecks. The lack of institutional capacity is an important bottleneck that has an effect on all phases of negotiation, approval and implementation of treaties. The Kingdom Council of Ministers strives to address the bottlenecks within the possibilities of the statute.
Hoekstra also makes a comment about the status of Bonaire, Sint Eustatius and Saba: "The cabinet sees no reason to reconsider the relationship of the Caribbean Netherlands with the EU."
