Call for Bids: Government Seeks Organizers for Curaçao Carnival 2026–2027

Ministry Invites Proposals for Culturally Grounded and Inclusive Festivities 

WILLEMSTAD – The Culture and Sports Division of the Ministry of Education, Science, Culture, and Sports (OWCS) has officially launched the tender process for organizing Curaçao’s Carnival celebrations for the years 2026 and 2027. Interested parties are invited to submit proposals that align with national policy objectives, including nation-building, social cohesion, and cultural identity development. 

To ensure a high-quality and community-focused Carnival, the government has established a program of requirements, which outlines the expectations and criteria for event organizers. This document will be available until July 3, 2025, and can be requested by emailing: secretariaat.uocs@owcs.gov.cw. 

Submission Deadline and Requirements 

All bids must be submitted by July 15, 2025, at 3:55 PM, in duplicate and in a sealed envelope, to the Culture and Sports Implementation Office located at Bon Bini Business Center, Schottegatweg Oost 10, 2nd floor. 

Each submission must include: 

A completed registration form 

A power of attorney if the applicant is represented 

A certified extract from the Curaçao Chamber of Commerce (not older than six months) 

A copy of the articles of incorporation and statutes 

A tax compliance certificate 

A court extract confirming no bankruptcy proceedings (per Articles 16 and 22a of the 1931 Bankruptcy Decree) 

Proof of organizational capacity, including an organizational chart and staff list with job titles 

Financial statements or an annual report for 2023 

A reference list of previously completed projects 

A summary of past Carnival-related activities 

An execution plan detailing how proposed Carnival events will be organized 

Public Tender 

Following review by an evaluation committee, the public tender will be held on July 18, 2025, at the Culture and Sports Office. All applicants will be invited to attend this open session. 

The Ministry encourages interested organizations to submit their proposals and contribute to a vibrant, culturally rich, and inclusive Carnival celebration that reflects the spirit and diversity of Curaçao.
