WILLEMSTAD - The General Audit Chamber of Curaçao has found that three key ministries — Health, Environment and Nature (GMN), Justice (JUS), and Social Development, Labor and Welfare (SOAW) — have failed to complete a single financial reform project under the government’s Roadmap 2026 program.
The findings, published in the Chamber’s report dated August 18, 2025, show that while all nine ministries are behind schedule, these three ministries in particular have made no measurable progress toward the financial management improvements required to achieve a clean audit opinion for 2026.
Out of 281 active subprojects across all ministries, only 26 have been completed, representing a mere 9 percent of the total. The Ministry of Finance leads with 13 percent completion, while others like General Affairs (AZ) and Education (OWCS) have shown limited advancement. In contrast, the ministries of Health, Justice, and Social Affairs report zero completed projects.
The Chamber warns that these delays have direct implications for accountability and transparency, particularly in areas like healthcare financing, justice administration, and social welfare spending — all of which manage significant portions of the national budget.
“This lack of progress endangers the overall objective of achieving a sound and verifiable financial administration,” the Chamber stated. “Without improvement in these key sectors, the goal of a clean audit opinion for 2026 will remain out of reach.”
The report urges the Council of Ministers to intervene at the political level to ensure that lagging ministries receive the staffing, technical support, and supervision required to meet reform deadlines.
