WILLEMSTAD - In just one year, Aqualectra has collected 5.6 million guilders in fines for the illegal use of water and electricity. The majority of these fines stem from commercial violations. For 2024, the company expects a profit of over 20 million guilders, as stated by Minister of Economic Development Charles Cooper during the 2025 budget debate.
According to Cooper, illegal consumption remains a significant issue on Curaçao. In many cases, properties are disconnected from water and electricity when Aqualectra detects irregularities with meters or connections. Reconnection only occurs after the imposed fine has been fully paid. Payment arrangements are not available, except in exceptional cases assessed by Aqualectra's management.
The fines range from 2,500 guilders for individual violations to 20,000 guilders for commercial violations. From November 2023 to October 2024, 1,077 cases of irregularities were identified: 983 among individuals and 94 among businesses.
Minister Cooper emphasized that illegal consumption means that other citizens and the community bear the costs. Aqualectra believes that the current fine system helps prevent large-scale fraud.
Growth Expectations and Investment Plans
Aqualectra reported a profit of 11.5 million guilders in 2023 and expects a profit of 20.8 million guilders in 2024. This is necessary to meet future investments. For the 2025-2030 period, the company plans 750 million guilders in infrastructure investments.
