Minister Javier Silvania: “Implementation of Validation in Aggregate Payroll Statement and Income Tax Return”

WILLEMSTAD - Accepting incorrect data through the online tax declaration portal leads to inaccuracies and delays in the processing of aggregate payroll statements and income tax returns.  

 

Status as of the end of June: Starting from March 1st, employers are required to include an employee's crib number in the aggregate payroll statement. This change resulted in a significant influx of requests from employers and employees to provide previously unknown crib numbers to the Tax Authority.  

 

Subsequently, it was determined that a considerable number of employees did not yet possess a crib number. To address all these requests within a reasonable timeframe, Robotic Process Automation (RPA) technology was employed. This technology involves using data-entry "robots" for large volumes of similar tasks. In just two weeks, around 30,000 crib numbers were generated using this technique for long-term residents who lacked a crib number. This would have normally required 2 person-years to accomplish.  

 

The population register (Kranshi) served as the basis, and it was compared to the Tax Authority's records to identify residents without crib numbers. The Tax Authority expects to handle the remaining requests from employers and employees by the end of June. Implicit additional extension has been granted to the concerned employers. While assigning and communicating crib numbers has been an extremely intensive exercise for the Tax Authority, it will consistently lead to an improvement in the speed of processing activities like income tax declarations and subsequent refunds. Since the implementation of the new website, applying for a crib number can be done through a web form. New residents and foreign workers can make use of this.  

 

For the income tax declaration for the year 2023, a provisional calculation of the owed or refundable amount will be included. This calculation is made (subject to change) for "non-complex declarations," which constitute the majority of declarations. It has been determined that during the process of filling out the income tax declaration, incorrect data is sometimes entered inadvertently. The provisional calculation can alert the taxpayer to the presence of inaccurate information, providing an opportunity to correct these details before the declaration is submitted definitively.
