WILLEMSTAD - The government of Curaçao, particularly the Ministry of Justice responsible for efforts in combating human trafficking and smuggling, has taken note of the recent classification by the United States Department of State as TIER 3. While the Ministry does not share the Department of State's perspective, both Minister Hato and the nascent Human Trafficking and Smuggling Bureau (Bureau MH/MS) emphasize that significant efforts are being escalated in the fight against human trafficking.
Recognizing areas in need of improvement, Minister Hato of Justice, alongside the Bureau MH/MS, remains determined to address these issues and make substantial progress in combating human trafficking and smuggling.
Despite Curaçao once again being classified as a TIER 3 country, both Minister Hato and the Bureau MH/MS appreciate the recognition in the report of the steps taken by the government of Curaçao to address human trafficking, including providing shelter and services to victims, prosecuting alleged traffickers, and funding a National Action Plan (NAP) to enhance law enforcement.
The Ministry of Justice and Bureau MH/MS are determined to enhance efforts in investigating, prosecuting, and convicting human traffickers and smugglers. Through BUREAU MH/MS, the Ministry of Justice is committed to promoting the identification of victims, particularly among vulnerable groups. Active screening of vulnerable groups, such as detained migrants and individuals in the commercial sex industry, is conducted to ensure their safety and provide them with necessary support.
To strengthen the fight against human trafficking, BUREAU MH/MS continually improves coordination and information exchange with stakeholders in the government's efforts against human trafficking through the Taskforce for the Prevention of Human Trafficking and Smuggling, led by the National Coordinator for the Prevention of Human Trafficking and Smuggling. Collaboration is essential to make a substantial impact in the fight against human trafficking; therefore, the Ministry/BUREAU MH/MS ensures ongoing coordination and communication with local stakeholders, partners in the Kingdom, and international institutions dedicated to preventing human trafficking and smuggling.
Minister Hato places great importance on prevention and is pleased that the report recognizes the increased prevention efforts. The National Action Plan for the Prevention of Human Trafficking and Smuggling is continually reviewed and updated to incorporate objectives for victim protection and prevention of human trafficking. The government invests in awareness campaigns and works closely with National Coordinators from countries within the Kingdom to strengthen efforts on a broader level.
While the report highlights areas of concern where the country disagrees, the Minister of Justice is pleased that it also acknowledges the complexity of human trafficking in our region. Addressing human trafficking and smuggling is an ongoing process that requires a comprehensive long-term approach. The commitment of Minister Hato and BUREAU MH/MS to combat human trafficking and smuggling remains steadfast, and they will continue to enhance all initiatives to prevent Human Trafficking and Smuggling, allocate resources, and collaborate with all stakeholders to protect victims and prosecute traffickers and smugglers. Due to the invested efforts and the dedication of the Government, Minister Hato, and BUREAU MH/MS, the ultimate goal is to promote Curaçao from TIER 3 to TIER 2 in 2023, with a TIER 1 status on the horizon for the near future.
