The Significance of the Global Governance Initiative

On September 1, 2025, President Xi Jinping solemnly proposed the Global Governance Initiative (GGI) in the Shanghai Cooperation Organization (SCO) Tianjin summit, evoking widespread resonance and support in the international community. The GGI is another important global public good provided by President Xi Jinping to the world, following the three major global initiatives, contributing China's wisdom and solution to advance human development and progress.

Providing new concepts to lead the transformation of the global governance system. Currently, the world is undergoing accelerating changes unprecedented in a century, with frequent regional turmoil, impeded economic development, backlash against globalization, gaps in rules and rule of law, and an intensifying deficit in governance. President Xi Jinping clearly articulated five core concepts of the GGI, namely, adhering to sovereign equality, abiding by international law, practicing multilateralism, advocating the people-centered approach, and focusing on taking real action. It profoundly answers to the major topics of questions, namely what kind of global governance system to build and how to reform and improve the global governance system. The GGI does not mean to create another framework outside the current international system. Rather, the goal is to make the existing international system and international institutions better at taking actions, working effectively, adapting to changes, responding promptly and effectively to various global challenges, and serving the interests of all countries, particularly the developing countries. It stems from the purposes and principals of the U.N. Charter, and responds to the shared aspiration of most countries.

Injecting positive energy into promoting more just and equitable global governance. Just as President Xi Jinping pointed out many times before, “Global prosperity and stability would not be possible in a world where the rich become richer while the poor are made poorer. Every nation aspires for a better life, and modernization is not a privilege reserved for any single country ”, “Only when people all over the world live better lives can prosperity be sustained, security safeguarded and human rights solidly grounded”. At its core, global governance is about turning people’s longing for a better life into reality and jointly building a world in which all can enjoy affluence and contentment. It must seek improvement through reforms in order to inspire, among peoples of all countries, a greater sense of fulfillment through accelerated common development, a greater sense of safety through more effective response to humanity’s common challenges and a greater sense of well-being through advancing the common interests of different countries and communities.

Giving strong impetus for building a community with a shared future for humanity. The GGI is an important development and practicing of the concept of a community with a shared future for humanity. From the Global Development Initiative (GDI), to the Global Security Initiative (GSI), to the Global Civilization Initiative (GCI), and now to the GGI, China calls on all countries to work together to build a community with a shared future for humanity and build an open, inclusive, clean and beautiful world of lasting peace, universal security and shared prosperity. The GGI focuses on promoting international cooperation on development, the GSI on encouraging dialogue and consultation over international discord, the GCI on promoting exchanges and mutual learning among civilizations, and the GGI on the direction, principles and path for reforming the global governance system and institutions. The four initiatives have their respective priorities and can be pursued simultaneously. They will each be a source of impetus for humanity’s development and progress.

Facing a world marked by change and turmoil, China will uphold the vision of global governance featuring extensive consultation and joint contribution for shared benefit, strengthen coordination and communication with United Nations and all parties, work together to implement the GGI, build a more just and equitable global governance system and advance toward a community with a shared future for humanity.
