Interim FKAK Director Responds to Minister’s Criticism with Surprise and Disappointment

WILLEMSTAD – Interim Director of the Ambulance Care Foundation (FKAK), Alwin Keli, has expressed surprise and disappointment in response to recent public statements made by the Minister of Health, Nature and Environment (GMN), Javier Silvania (MFK). The minister had raised concerns over alleged shortcomings in FKAK’s financial procedures and implied Keli's involvement in those issues. 

In a formal letter, Keli clarified that the lack of formally established financial procedures is a long-standing structural issue, dating back to FKAK’s founding in 2010. He pointed out that these deficiencies were already identified in a 2021 audit report by SOAB. According to Keli, the responsibility for creating and implementing proper financial processes lies with SOAB, not with him. He referred to a formal agreement signed in August 2023, which outlined SOAB’s role in providing such support. 

Keli further emphasized that his position as interim director was temporary and limited to essential operational tasks, such as managing personnel, organizing training, and ensuring ambulance availability. Policy-making and the design of financial procedures were explicitly outside his mandate. 

He also addressed the controversy surrounding newly acquired ambulances, stating that the vehicles have been technically approved in both China and Curaçao, and meet all legal and safety requirements to operate on public roads. According to Keli, complaints from personnel regarding these ambulances are unfounded. 

Despite the tensions, Keli concluded his letter by expressing his willingness to engage in dialogue, emphasizing the importance of integrity, mutual respect, and transparency moving forward.
