Government of Curaçao Takes Key Decisions on State Matters at May 21 Council Meeting

WILLEMSTAD – The Council of Ministers of Curaçao made several important decisions on Wednesday, May 21, 2025, in relation to state matters and national development. The decisions include agreements on office space, urban planning, public finance, and sports infrastructure. Below is a summary of the resolutions: 

1. Office Lease Agreement for Council of Advice 

The government approved a three-year lease agreement between the Country of Curaçao and Jadi Offices and Apartments for the use of office premises located at Architectenweg 1, 1A, 1B, 1C, and 1D. The lease, intended for the Council of Advice, will run from December 1, 2025, to November 30, 2028. 
The Secretary of the Council of Advice has been authorized to sign the lease on behalf of the country, and a draft national decree will be submitted to the Governor for signature. 

2. Revision of the Island Development Plan (EOP) for Coral Estate 

The Council approved the start of a partial revision of the Island Development Plan (EOP) for the Coral Estate area, along with the contents of a draft agreement with Reliant Realty N.V. 
The Minister of Traffic, Transportation and Urban Planning (VVRP) has been authorized to sign the agreement on behalf of the government. A draft national decree related to the project will also be submitted to the Governor. 

3. Management Agreement with Aspafiko for Sports Use of Sapaté Land 

A management agreement has been approved between the government and Aspafiko (Asosiashon Paso Fino Kòrsou) for the use, maintenance, and management of land in Sapaté for sports and recreational activities. 
Both the Minister of Education, Science, Culture and Sports (OWCS) and the Minister of VVRP are authorized to sign the agreement. A corresponding draft decree will be sent to the Governor for approval. 

4. Currency Symbol Agreement for the Caribbean Guilder 

The Council of Ministers agreed on a proposed intergovernmental regulation with Sint Maarten concerning the symbol of the Caribbean guilder. 
The regulation is based on Article 38(1) of the Charter for the Kingdom of the Netherlands. The proposal came from the acting Minister of Finance, supported by legal advice issued in March 2025. 

5. Amendment to Public Servants' Vacation Regulations 

The government approved the submission of a draft national ordinance to amend the Vacation and Leave Regulation for civil servants. The proposed changes involve an increase in the vacation allowance. 
The draft will be submitted to the Central Organized Consultation in Civil Service Affairs (CGOA) for review. Additionally, the Council decided that no 8% vacation pay will be disbursed in June 2025 unless a legal basis for such payment exists. 

6. Omnibus Sanctions Decree (Curaçao) 

The Council confirmed its earlier decision to approve the explanatory memorandum and draft decree for the Omnibus Sanctions Decree Curaçao. The measures are being implemented under the Kingdom Sanctions Act and the Curaçao Sanctions Ordinance. The draft decree will be forwarded to the Governor for enactment. 

7. Appointment of Supervisors Under Sanctions Ordinance 

The Council approved a draft decree for the appointment of supervisors in accordance with Article 11(1) of the Sanctions Ordinance. The draft will also be submitted to the Governor for formal confirmation. 

These decisions mark continued efforts by the government to improve administrative operations, enforce financial policy, support urban development, and foster cultural and recreational opportunities across the island.
