WILLEMSTAD - The Ministry of Education, Science, Culture, and Sports has announced the initiation of an evaluation process for both the Final Primary Education Test (EFO) and the educational report. There has long been debate over the effectiveness of the EFO as a supplement to the educational report. The ministry aims to adjust or replace these tools if necessary.
This decision follows the recently released results of the EFO for the 2023-2024 school year. A total of 1,663 eighth-grade students received advice for secondary education. Of these students, 446 will advance to HAVO (senior general secondary education), 1,134 to VSBO (preparatory secondary vocational education), and 54 to AGO (special education).
The coordination of the EFO process was conducted by the Implementation Organization for Education and Science in collaboration with the school boards and the Examination and Testing Expertise Center. Earlier this year, the minister indicated that the transition from primary to secondary education would be evaluated and optimized, taking into account the existing education legislation.
According to the law, admission to the first year of HAVO or VWO (pre-university education) is based on the educational report. School boards can also conduct additional assessments of suitability for HAVO or VWO based on the educational report and the student's developmental perspective.
