WILLEMSTAD – Curaçao’s primary education system has made progress, but significant challenges remain, according to the newly released State of Primary Education 2024 report. The report was officially received by the Minister of Education, Science, Culture, and Sports (OWCS), Sithree van Heydoorn, as announced by the government.
The document provides an overview of education quality based on selected indicators from the Inspectorate’s evaluation framework and was developed in collaboration with school principals and boards.
Key Findings
The Education Inspectorate highlights several positive developments, including:
Better adherence to agreements by schools
Improved communication with supervisory authorities
Adjustments in teacher training programs to enhance quality
However, the report also underscores persistent challenges, such as:
Ensuring sufficient teaching hours for students
Improving student progress reporting
Investing in teacher quality and support
Updating education legislation
The Inspectorate calls for further action to address capacity issues and ensure inclusive education for all students.

The publication of this report fulfills the Inspectorate’s legal duty under Article 6, Section 3 of the Primary Education Ordinance, contributing to the implementation of Article 21, Section 8 of the Constitution of Curaçao.
Inspector-General Raily Goedgedrag welcomed the fact that the report will also be published in Papiamentu, improving accessibility and raising awareness about the state of primary education in Curaçao.
