Curaçao working on agreement for multidisciplinary team operation

WILLEMSTAD - The government of Curaçao is finalizing an agreement to enable the operation of the Multidisciplinary Team. This team, composed of government agencies such as the Ministry of Health (GMN), Tax Accountants Bureau (SBAB), Ministry of Labor (SOAW), Accountants Bureau (SOAB), and Ministry of Economy (MEO), is currently at a standstill due to disputes among civil servants regarding responsibilities. The agreement is now with the government's legal department for review. Once the advice is received, the Council of Ministers can approve it. 

The new policy focuses on ensuring businesses comply with hygiene regulations and expiration dates of products. It mandates that every business must have a Quality Manager responsible for hygiene and monitoring expired products. This manager must maintain a list of all products in stock and their expiration dates. According to the government, this will simplify internal controls and reduce the likelihood of issues during inspections. 

More Flexibility 

Public Health Inspector Sirving Keli explains that the new policy is more flexible. Businesses will not be shut down immediately if issues are found. Instead, they will be given the opportunity to rectify problems. "Our goal is not to punish but to inform and educate," says Keli. "Shutting down a location is a last resort." 

Inspections will no longer occur in the evenings when businesses are busy. Instead, business owners must be prepared for inspections outside of operating hours. Each business will receive two inspection visits per year, depending on its risk level. High-risk businesses may receive up to four inspections annually. 

The new policy, which will gradually come into effect starting in July, requires all products to have an expiration date and a label in Papiamento, Dutch, English, or Spanish. A control leaflet will be distributed so businesses are aware of the compliance requirements. 

Closures 

Regarding communication about closures, Keli emphasizes that the aim is to minimize damage to the business. Nothing will be posted at the business to indicate it is closed, and no public announcements will be made. Businesses are encouraged to take responsibility themselves. 

Minister Silvania adds that it is important to have clear agreements between the ministries to ensure the Multidisciplinary Team operates effectively. GMN has the authority to conduct inspections independently, without needing to collaborate with SBAB or the police.
