Curaçao Government Approves New Renewable Energy Policy, Land Acquisitions, and Year-End Bonuses for Civil Servants

 

WILLEMSTAD - During its meeting on Wednesday, October 29, 2025, the Council of Ministers approved a series of key decisions affecting the country’s infrastructure, energy policy, and public sector workforce. The decisions reflect ongoing efforts to modernize Curaçao’s regulatory framework, improve local infrastructure, and reward civil servants for their service.

Revised Policy for Small-Scale Sustainable Electricity Supply

The Council approved the updated document “Beleidsnota Kleinschalige Duurzame Elektriciteitsvoorziening” (Policy Note on Small-Scale Sustainable Electricity Supply), prepared by the Regulatory Authority of Curaçao (RAC). 
The revised policy aims to support the growth of renewable and decentralized power generation, including solar and other green energy solutions. The approval was given following the RAC Director’s recommendation and the proposal of the Minister of General Affairs, signaling the government’s commitment to advancing the island’s energy transition.

Government Takes Over Infrastructure in Grote Berg

Two separate but related decisions were approved under the Ministry of Traffic, Transportation, and Urban Planning (VVRP).

The government will officially take ownership of infrastructure linked to the Grote Berg development projects, including roadsides, stormwater systems, public lighting, and utility corridors, all previously managed by Centracur Exploitatie Maatschappij N.V.

The transfer involves two areas:

Grote Berg near Papaya

Grote Berg Phase 2 (Third District)

In both cases, the government will acquire the land and related infrastructure for a symbolic price of one Caribbean guilder (Cg. 1,00).

The Minister of VVRP or the Director of Domain Affairs (Domeinbeheer) has been authorized to represent the public entity of Curaçao to complete the purchases. The decisions follow recommendations issued by the Director of Domeinbeheer on October 24, 2025, and will now be submitted to the Governor for signature.

These acquisitions are expected to streamline maintenance responsibilities and allow for better coordination of public works in the growing Grote Berg residential areas.

Year-End Bonuses and Celebrations for Civil Servants

In a move welcomed by the public sector, the Council also approved the distribution of vouchers worth 300 Caribbean guilders to all government employees and teaching staff as part of the 2025 End-of-Year Celebration.

The new decision replaces the previous resolution from September 24, 2025, and allows each ministry to organize its own celebration within its available budget.

According to the proposal from the Minister of Finance, endorsed by the Sector Director for Financial Policy and Budget Management, the increase — up from 150 guilders last year — recognizes the dedication and service of public employees across the island.

The decisions taken this week highlight the Pisas III government’s dual priorities: building a more sustainable and organized Curaçao while rewarding the workforce that keeps the public sector running.

With renewed emphasis on renewable energy, responsible land management, and public appreciation, the Council of Ministers aims to close 2025 with tangible progress and optimism for the year ahead.
