Curaçao Aviation continues to struggle with FAA Category 1 status

WILLEMSTAD - Despite significant progress, the civil aviation sector in Curaçao continues to grapple with crucial obstacles in regaining the FAA Category 1 status. This insight was shared by Minister Charles Cooper of Traffic, Transport, and Spatial Planning (VVRP). 

Particularly, the budget and staff composition of the Curaçao Civil Aviation Authority (CBA) remain significant stumbling blocks in successfully completing an FAA audit. 

According to Cooper, a pivotal milestone in the process is the approval of the Passenger Safety Oversight Charge law by the Parliament of Curaçao. This law, generating between 1.3 and 1.6 million guilders annually, is crucial for funding personnel training at the CBA. The law will contribute to improving and maintaining safety standards in the aviation sector, a requirement for achieving FAA Category 1 status. 

Personnel Challenges 

However, the implementation of the law is only part of the solution. Minister Cooper emphasizes that the expansion of personnel at the CBA and the associated funding still pose significant challenges. 

Although the Council of Ministers has agreed to a substantial increase in staffing positions, concrete fillings remain pending. This is further complicated by the requirements of the CFT (Financial Supervision Board), stipulating that new positions must be found within the existing government structure. 

Finances 

Furthermore, the CBA's budget has been insufficient for years to adequately perform tasks, responsibilities, and ambitions. Without addressing these essential elements for effective aviation oversight, the FAA Category 1 status seems distant. 

The issues within the Curaçao aviation sector are not new and date back to Minister Cooper's previous mandate. Despite bringing in various aviation experts, progress has been slower than anticipated. Minister Cooper acknowledges the ongoing challenges and underscores the importance of swift and effective solutions to elevate the Curaçao aviation sector to the desired level.

Attaining FAA Category 1 status is crucial for the development and expansion of the Curaçao aviation industry, directly impacting the economic prosperity and international connectivity of the island. The government remains committed to taking the necessary steps to achieve this status, despite the current obstacles.
