WILLEMSTAD – Curaçao and the Netherlands have agreed to intensify their collaboration regarding the implementation of the island’s new gambling law, the Landsverordening op Kansspelen (LOK). This was the outcome of a recent meeting between Curaçao’s Minister of Finance, Javier Silvania, the Dutch Minister of Justice and Security, David van Weel (VVD), and State Secretary for Kingdom Relations, Zsolt Szabo (PVV). The parties highlighted the importance of cooperation within the Kingdom of the Netherlands to ensure a safe and transparent gambling sector.
The Landsverordening op Kansspelen, which was recently passed by the Parliament of Curaçao and came into effect on December 24, 2024, aims to better regulate the gambling industry and combat issues such as money laundering and undermining activities. According to Minister Silvania, effective collaboration between Curaçao and the Netherlands is crucial for the successful implementation of the law.
The decision to closely collaborate stems from a motion submitted by Michiel van Nispen, which was adopted by the Dutch Parliament. This motion urges the Dutch government to engage in active discussions with Curaçao and work together on stricter regulations and enhanced supervision of the gambling sector. Minister Silvania expressed his appreciation for the valuable advice from the Netherlands, which has helped shape the legal foundation and effectiveness of the LOK.
Collaboration Between Regulatory Authorities
One of the key aspects of the collaboration discussed during the meeting was the partnership between the Curaçao Gaming Authority (CGA) and the Dutch Gambling Authority (Ksa). Both regulators will share expertise and best practices, working together to strengthen oversight and enforcement within the gambling industry. Additionally, it was agreed that biannual meetings would be held to assess the progress of LOK’s implementation.
Beyond collaboration between the regulatory bodies, the parties also agreed to organize regular meetings with judicial partners and stakeholders. Organizations such as the Public Prosecutor’s Office, the Financial Intelligence Unit (FIU Curaçao), and the Joint Investigation Team will play an active role in tackling money laundering and other illicit activities within the gambling sector.
The cooperation between Curaçao and the Netherlands is expected to improve the integrity of the gambling industry on the island, ensuring better safeguards against illegal activities while promoting a well-regulated and accountable sector.
