WILLEMSTAD - The Council of Ministers has approved the “Risk and Crisis Communication Plan 2025–2030”, developed by the Department of Communication and Information (C&V) under the Ministry of General Affairs (AZ). The decision was taken during the Council meeting held on Wednesday, November 5, 2025.
The new plan is designed to prepare the population of Curaçao for potential crises or disasters that could have a major impact on the community. Its purpose is to ensure that the public is informed, alert, and ready to respond effectively before a crisis strikes, minimizing panic and confusion during emergencies. The
plan aligns with the “Risk Profile 2023–2028”, prepared by the Directorate of Risk Management and Disaster Policy (DRR). That risk profile identified 35 potential crisis scenarios that Curaçao must be prepared for — ranging from natural disasters and technological incidents to public health emergencies and cyber threats.
Through the Risk and Crisis Communication Plan 2025–2030, the government aims to strengthen coordination among ministries, improve information flow to the public, and enhance the island’s overall resilience in times of crisis.
Officials emphasized that clear and timely communication is one of the most powerful tools in protecting lives and maintaining public trust during emergencies.
